Senior Budget Program Manager (SR PM) – Foreign Military Sales & Acquisition
Location: FT Belvoir, VA
Travel Requirement: Up to 30% OCONUS
Clearance Requirement: (Active) Secret clearance, Top Secret preferred
Certification: PMP Certification preferred

Position Overview:
We are seeking a highly motivated and experienced Senior Program Manager (SR PM) to lead, manage, and oversee complex Foreign Military Sales (FMS) programs. The ideal candidate will have extensive experience in acquisition, budgeting, and program management, with the ability to develop, execute, and deliver strategic acquisition and project plans. The candidate must be well-versed in defense acquisition processes and strategies, including CPFF, CPARs, and CDRLs frameworks.

Key Responsibilities:
  • Program Management: Lead multi-disciplinary teams to deliver program objectives within scope, budget, and schedule while managing risks and quality standards.
  • Acquisition Strategy: Develop and execute acquisition plans in alignment with FMS policies and U.S. Government regulations, leveraging CPFF, CPARs, and CDRLs acquisition frameworks.
  • Budget & Financial Management: Oversee budget forecasting, resource allocation, cost control, and reporting to ensure successful financial management of programs.
  • Stakeholder Engagement: Coordinate across U.S. and foreign government representatives, contractors, and internal teams to ensure mission requirements are met.
  • Foreign Military Sales (FMS): Manage FMS cases, supporting international customers and ensuring compliance with security cooperation policies and objectives.
  • Contract and Vendor Management: Collaborate with procurement teams to manage contractors, subcontractors, and vendor deliverables in accordance with acquisition strategies.
  • Travel: Willingness to travel up to 30% OCONUS to support program reviews, stakeholder meetings, and on-site inspections.
Required Qualifications:
  • Education: Bachelor’s degree in Business Administration, Management, International Relations, or a related field. Advanced degree preferred.
  • Experience:
    • Minimum 10+ years of experience in program management, budgeting, and acquisition
    • Hands-on experience working within CPFF, CPARs, and CDRLs acquisition strategies
    • Knowledge of Foreign Military Sales (FMS) and U.S. defense acquisition programs
  • Skills:
    • Understanding of FMS processes, regulations, and compliance requirements.
    • Excellent leadership and team management skills.
    • Proven ability to manage multiple projects and priorities effectively.
    • Exceptional communication and interpersonal skills.
    • Ability to work independently and make decisions in a fast-paced environment.

Preferred Qualifications:

  • Experience working with U.S. Department of Defense (DoD) and foreign military organizations
  • Strong familiarity with DoD policies, acquisition directives, and FMS processes
  • Demonstrated leadership in managing geographically distributed teams
  • Exceptional problem-solving, communication, and stakeholder management skills
