A note to new paramedics

We know that stepping into your first job can feel intimidating. Our department prides itself on hiring new paramedics and on supporting your growth in EMS. Approximately 40% of the paramedics we hire have no previous EMS experience. Our robust onboarding program, led by our in-house training division, equips you with the tools and training to succeed.

The Cy-Fair Fire Department is seeking qualified applicants for the position of Paramedic. 

A. Minimum Requirements:

    • Minimum 18 years of age.
    • Paramedic Certification, current or able to obtain prior to start date (graduating paramedic students)
      • Must provide a letter of support and acknowledgement from program instructor attesting to the completion date time.
    • Not listed on any state or federal OIG exclusion list.
    • Legally authorized to work in the United States.
    • Successful completion of CFFD pre-hire screening process.

B. Knowledge/Skills/Abilities:

    • Knowledge:
      • Must demonstrate, with or without reasonable accommodations, the knowledge and ability to perform all essential job functions.
      • Basic pre-hospital emergency medical care and rescue.
      • Radio communication and computer-aided dispatch equipment.
      • Operation of medical equipment utilized in pre-hospital emergency care.
      • Current principles and practices of emergency medical services, customer service principles, patient advocacy, and incident management.
      • Community health risk factors, resource information, and notification pathways.
    • Skills:  
      • Operate an emergency vehicle in a safe and controlled manner at all times.
      • Communicate effectively, both orally and in writing.
      • Establishing and maintaining effective working relationships with co-workers, first responders from other agencies, and hospital system personnel.
      • Performing strenuous work under all weather conditions, including emergency situations.
      • Able to read a map and navigate to call locations under stress and time constraints.
      • Understand other related EMS specialties including principles of Incident Management Systems and Unified Command.
    • Abilities:

C. Education/Degrees:

      • Must have a high school diploma or equivalent.
      • Complete NIMS (ICS-100, ICS-200, ICS-700, and ICS-800)
      • Successful completion of Phase I-IV of the Field Training and Evaluation Program.

D. Certifications/Licenses:

      • Must possess a valid driver’s license issued by the State of Texas, with an acceptable driving record.
      • Must have a current CPR for Healthcare Providers card.
      • Must have current TDSHS Paramedic/Licensed Paramedic certification.
      • Exceptions:
      • Current employees with a TDSHS EMT or AEMT certification. 
      • As approved by the Fire Chief, candidate selection may allow for non-paramedic providers who have or intend to complete a TDSHS Paramedic/Licensed Paramedic program within 90 days of offer letter.
      • Must successfully obtain TDSHS Paramedic/Licensed Paramedic within 90 days of course completion.

Additional Certifications as required for Medical Director Credentialing in the Clinical Operating Guidelines.

C. Physical Demands: 

  • The physical demands and work environment characteristics described are representative of those that must be met or are encountered by a member to perform the essential functions of this job successfully.

  • Work is performed in an indoor and outdoor field environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions; biological hazards such as bloodborne pathogens, bodily fluids, etc.
  • Personnel are required to respond to emergency and public calls after hours, including evenings and weekends.
  • Adverse or potentially hazardous environments may be routinely present during training exercises and emergency response operations.
  • Ability to don and effectively wear required Department-issued personal protective equipment, including but not limited to protective eyewear, goggles, facemasks, boots, helmet, ballistic vest, protective jackets, and gloves.
  • Unimpaired mobility :  
    • Must be able to respond to their assigned apparatus quickly.
    • Must be able to access patients in rugged terrain.
    • Must be able to climb stairs for 3 minutes at a pace of 60 steps per minute without using your arms (to simulate carrying equipment up the stairs in apartments and commercial buildings).
    • Must be able to perform cardio-pulmonary resuscitation (CPR) for two minutes, uninterrupted at a rate of 100 bpm at a depth of 2”. 
    • Must be able to work in close and dangerous environments such as damaged vehicles.
    • Must be able to carry equipment and patients weighing up to 200 pounds with the assistance of a partner.  
      • Carry two (2) 25-pound weights in each hand 75 feet and return to the starting point to simulate carrying EMS equipment.
      • Carry a 75-pound bar while ascending and descending stairs forwards and backwards, simulating carrying a stair chair and EMS equipment.
      • Drag a 165-pound manikin 10’, make a 180-degree turn, and drag it back 10’. 
      • Lift a spine board, with a 120-pound mannequin secured to the board, from the floor until standing completely upright with arms straight and the backboard at approximately waist level, hold for five seconds and place the spine board gently to the floor using proper lifting techniques.
    • Must be able to operate an ambulance stretcher with or without a patient.  
      • Remove a stretcher from an ambulance completely, hold the stretcher in the upright position (at least 5 seconds), and then lower the legs of the stretcher.
      • Lift a stretcher with the legs extended and holding it up while a provided assistant manually retracts the legs. Once the stretcher legs are retracted, hold for 5 seconds and then return the stretcher to the ambulance.
      • Must be able to assemble equipment on the ambulance.
      • Assemble the regulator to the oxygen cylinder with the regulator key, attach a BVM to the regulator, and apply ten (10) breaths, one every six (6) seconds while maintaining a seal and seeing the chest rise.
    • Physical Abilities:
      • Must be able to perform strenuous physical requirements such as CPR, lifting, and moving of equipment and patients in a variety of environmental conditions.
    • Motor Skills:
      • Must be able to perform required medical skills and techniques, such as bandaging, splinting, basic airway management techniques, and defibrillation.
    • Vision: 
      • Must have correctable vision acceptable for day and night operation of emergency vehicles, must have color acuity adequate for determination of skin and blood color, and must be able to read medication dosages on drug labels and syringes.
    • Hearing: 
      • Must be able to hear and understand information provided by patients, family, or bystanders; as well as be able to differentiate separate conversations in active and distracting environments. Must be able to hear breath sounds and accurately determine auscultated blood pressures. Must be able to hear and understand radio traffic when responding with lights and sirens.
    • Speech:
      • Must be able to speak English and enunciate clearly and at a level audible to others in loud and stressful situations. Must be able to communicate with patients, families, and other emergency personnel verbally

Guidelines

Essential Job Functions –Performs all duties and activities in compliance with the Department’s Clinical Operating Guidelines (COGs), Standard Operating Guidelines (SOGs), Bulletins, Memos, Safety Guidelines, Personnel Handbook, and Chief’s Orders.

  • Duties may include but are not limited to the following:
    • Leads by example and behaves professionally at all times, whether on or off duty
    • Must report for duty when scheduled unless prior approval by a supervisor has been granted.
    • Maintains certifications required by the Department and Medical Director
    • Maintain excellent working relationships while interacting with CFFD personnel, personnel from other agencies, and the public.
    • Develop and maintain current knowledge of Clinical Operating Guidelines
    • Timely and accurately enter EMS call data into the department’s records management system.
    • Participates in public information and educational events.
    • Work safely and report unsafe conditions or activities; always adhere to departmental safety policies and responsibilities.
    • Assist with stand-by service at public or private functions, following the approval through channels by the Assistant Chief - EMS
    • Regularly attend and participate in training
    • Performs other related duties as required.
  • Emergency Response: Respond to emergency incidents to mitigate the impact of the event on people and the environment.
    • Responds to calls for emergency medical services and renders aid according to Credential level authorized by Department Medical Director
    • Perform basic and advanced life support skills utilizing the Clinical Operating Guidelines
    • May respond to emergency calls requiring specialized services such as hazardous materials, extrication, and technical rescues that include confined space, high angle, below grade, swift water, trench, and collapse rescues.
    • Provide comfort and compassion to patients and family.
    • Interview and assess patients, family members, and bystanders to assist in the development of a patient care plan.
    • Effectively and safely utilize technology such as in-vehicle navigation, laptop computers, biomedical equipment, computer-aided dispatch, online education portals, high-fidelity simulators, etc.
    • Lift and carry equipment, stretchers, and patients to facilitate response to and transport of patients
    • Promptly notify the dispatcher and supervisor whenever a medic unit is out-of-service for any reason other than an emergency response. Assist with the steps necessary to return the unit to service as soon as possible
    • Ensure all safety restraining devices, including seat belts, are properly worn and connected for all personnel, patient, and passengers before an ambulance or supervisor unit is placed in motion.
    • When on duty and assigned to a Medic Unit, the member with the Department's superior medical specific credential shall be in charge of patient care; the member with the highest Department rank shall be in charge of, and responsible for, the unit and the crew.
    • Address social service-related areas of emergency response by assisting victims and relatives of victims of traumatic events.
  • Maintenance: Responsible for helping to maintain the station, property, apparatus, and equipment of the department in a clean and orderly condition.
    • Daily unit inventory and associated electronic log of same.
    • Inspects apparatus, any assigned equipment, and notifies a superior officer of any defects.
    • Regularly inventory and restock equipment and vehicles
    • Maintain cleanliness of equipment, vehicles, and facilities daily.
    • Decontaminate and disinfect equipment and vehicles

Transition Full / Part-Time Requirements:

Have a minimum of one (1) year of experience as a Credentialed P1 provider within the department.

Employment Status

  • Part-time requesting a Full-time position 
    • Any part-time employee who wishes to transition to full-time will be required to apply during an open hiring process and will be considered for full-time employment based upon the results of the selection process.
    • Part-time employees who apply for full-time status must have met the part-time staffing requirements for the previous 12-month period and be current on all training requirements.
  • Full-time requesting a Part-Time Position
    •   Full-time employees may not transition to part-time status to accept employment with another emergency services agency or hospital system.
    • Must satisfy the following requirements: 
      • Must submit their request electronically through their chain of command to the Assistant Chief – EMS.
      • Must not be on a clinical or performance improvement plan.
      • Cannot have had any disciplinary actions in the preceding 12-month period.
      • Must have maintained an acceptable attendance record in the preceding 12-month period

Part-time employees at the Paramedic certification level will only be allowed to work to the P1 skill level. The department retains the right to approve or deny a request based on current operational needs and staffing.

Training

  • Must successfully complete all training and test requirements assigned by the Department by the due dates.
  • Must successfully complete all annual skills and guidelines testing as required by the due dates.
  • Must remain current on all required certifications.

Scheduling

  • Personnel are required to work shifts as scheduled; this may include mandatory holds to ensure continuity of operations.
  • Personnel are responsible for ensuring their availability is current in the Department scheduling software at all times to be scheduled using the same.
  • Requests for days of availability will be received via the Department scheduling program. Personnel must respond as stated in the policy.
  • Must be able to satisfy expectations as described in the Clinical Operating Guidelines.
  • Part–Time Personnel:
    • Quarterly status reports will be provided to the part-time personnel to verify their eligibility.
    • Shifts can be worked in 12- or 24-hour increments. Shifts begin at 0600 and 1800.
    • A 24-hour shift that begins and ends at 0600 will count as two (2) shifts. Training or Event shifts do not count towards compliance.
    • Personnel are required to work a minimum of 36 hours per Quarter in addition to other requirements as outlined in the Clinical Operating Guidelines.
    • Failure to comply with requirements, unless previously approved by the Deputy or Assistant Chief, may result in disciplinary action up to and including termination.

Cy-Fair FD has the right to consider any combination of education and experience in determining an individual’s qualification for this position.

Compensation & Benefits will be determined by Harris County ESD No. #9 Commissioners and the Cy-Fair Fire Department. 

Compensation:

Paramedic Progression:

Probationary Paramedic (A3): $27.70

Entry In-Charge (P1): $31.37

Autonomous Provider (P2): $33.91

Longevity: $0.20/hr. regular hours-per year of service with CFFD

Education/Language Stipend:

Associate's Degree: $0.52/hr. Approximately $1,200 annually, not including overtime.

Bachelor's Degree: $0.77/hr. Approximately $1,800 annually, not including overtime.

Master's/Doctorate Degree: $1.03/hr. Approximately $2,400 annually, not including overtime

  Benefits:

Retirement: TCDRS Pension: 7% employee contribution/14% employer contribution

457B Voluntary retirement account, Employer will match up to 3%

  Annual Leave:

*89.6/ Hours Vacation*/89.6 Hours Sick/120 Hours Holiday

*Vacation accrual increases every 2 or 3 years depending on length of service

  Insurance:

Medical benefits are offered thru Blue Cross Blue Shield.

PPO HSA $5,000: The department covers 100% of the employee premium ad 90% for family.

The department makes a quarterly contribution towards the HSA account.

Dental, Vision, Short Term Disability, Long Term Disability and Life Insurance.

The CFFD covers 90% of the employee premium and 70% for family for dental and vision.

The CFFD pays 100% of the premiums for Short Term Disability.

The CFFD pays 100% of the premiums for Long Term Disability.

The CFFD pays 100% if the premiums for a $50,000 Life Insurance policy.

  Supplemental Insurance:

Aflac is available with 100% being paid by the employee. 

Additional Life insurance is available with 100% being paid by the employee.
