Job Description and Duties

Under direction of the California High-Speed Rail Authority’s (Authority) Staff Services Manager I (Business Services Manager), the Associate Governmental Program Analyst (Health & Safety Officer) will perform a wide range of analytical functions for the Authority to meet the organizational needs by developing and implementing services and programs including, but not limited Fleet Support, Property Asset Management, Ergonomics Management, Injury & Illness Prevention, Facilities Support, and the Health and Safety Program. The Health & Safety Officer works with independence and accountability, communicates with all levels of Authority staff & external customers, contributes to and supports the Authority’s mission and policies on promoting a safe, healthy, and secure work environment.

Working Conditions

This position works primarily in the office, but limited telework may be available for California residents based on the requirements of the position. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, manage multiple tasks, adapt to changes in priorities, and complete tasks or projects with short notice. Employee must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities.

Special Requirements

A Statement of Qualifications (SOQ) is required for this position. An SOQ is a narrative that describes your qualifications for this position. 1. Describe your knowledge or experience with managing Health & Safety (ergonomics, emergency preparedness, evacuations, etc.), and Fleet and Asset Management.

Please include what you researched, how you researched the topic, how you documented and presented your findings, and who your audience was.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of policy and procedure development, issuance, and maintenance practices.

• Health and Safety experience.

• Experience conducting ergonomic evaluations and providing recommendations to management for purchasing.

• Experience researching program requirements to provide recommendations to management on courses of action or changes in procedures.

• Experience drafting work plans or proposals for implementation of projects or programs.

• Experience with fleet and property asset management.

• Knowledge of asset management best practices.

• Ability to research multiple sources of authority and appropriately interpret the intent of the content.

• Advanced Excel skills.

• Ability to write and edit with exceptional attention to detail, using proper grammar, spelling, and punctuation.

• Computer proficiency and knowledge of Adobe Pro and/or Adobe Designer/LiveCycle.

• Experience developing and implementing new programs.

• Experience with facilitating meetings and/or providing live training sessions.

• Ability to manage a heavy workload, work under pressure, and cope with changing priorities.

• Excellent organizational skills.

• Good attendance and punctuality.

• Ability to work well individually as well as in a team.

• Experience drafting policies, procedures, and/or manuals for a program or office.
