This Senior Business Analyst (BA) position at PennDOT requires a minimum of five years of experience. The role involves collaborating with stakeholders and development teams to analyze existing systems, elicit and document requirements, develop test scripts, support implementation, and resolve production issues. The BA will also lead testing efforts, create implementation documentation, and mentor junior team members. Currently, the position is fully remote, but this is subject to change at the Governor's discretion. Onboarding requires an in-person visit to receive equipment.

Responsibilities:
- Provide comprehensive evaluations of existing systems and processes.
- Elicit, prioritize, validate, and document business requirements.
- Coordinate open user stories and work items.
- Develop and execute test scripts and support various testing phases (system, UAT, accessibility).
- Assist with implementation support and create outcome documentation.
- Serve as a liaison between development teams and stakeholders, resolving issues.
- Triage and resolve production issues.
- Attend stakeholder sessions to gather requirements and create deliverables.
- Develop and update testing plans.
- Support the delivery of system training sessions.
- Support Go-Live activities and communicate schedule changes.
- Compile implementation documentation into comprehensive reports.
- Mentor and instruct junior business analysts.
Required Skills & Certifications:
- Five or more years of business analysis experience.
- Ability to work independently and apply knowledge/skills without supervision.
- Ability to instruct and mentor others in business analysis responsibilities.
- Mastery of industry standards and best practices for business analysis, with the ability to contribute improvements.
Preferred Skills & Certifications:
- PMP certification (verification required if claimed)
Special Considerations:
- The position is currently 100% remote but may transition to a hybrid or full-time on-site model at the Governor's discretion.
- Onboarding requires an in-person visit to the office to receive equipment.
- Additional in-person requirements may occur (team building, conferences, training).
- Government equipment cannot be taken or used outside the United States.
